A new technology assessment function in US
Posted on April 28th, 2010 No commentsA new report from the Science and Technology Innovation Program at the Woodrow Wilson International Center for Scholars defines the criteria for a new technology assessment function in the United States.
The U.S. Congress set a global precedent in 1972 when it created an Office of Technology Assessment (OTA), but then reversed course in 1995 by shutting down the OTA. In the meantime, 18 European Technology Assessment agencies are flourishing and have pioneered important new methods, including Participatory Technology Assessment (pTA).
By educating and engaging laypeople, pTA is unique in enabling decision-makers to learn their constituents’ informed views regarding emerging developments in science and technology.
The Internet and social networking capacities make it possible to organize such an endeavor on a distributed, agile and open basis, harnessing collaborative efficiencies and supporting broad public engagement.”In the 15 years since OTA was closed, TA has progressed significantly in Europe.
It is time for the U.S. to institutionalize a serious, continuous and nonpartisan capability to assess the broad social, ethical, legal, and economic impacts of emerging science and technology in areas such as nanotechnology, biotechnology, and earth systems engineering,” said David Rejeski, who directs the Wilson Center program.Founding partners in ECAST include the Science and Technology Innovation Program at the Wilson Center,, the Boston Museum of Science, Arizona State University, ScienceCheerleader, and the Loka Institute.

Posted on April 26th, 2010 No commentsSatellite TV rivals DirecTV Inc. and Dish Network Corp. said Monday that they’re banding together to sell interactive TV advertising nationally. Among other things, Dish had complained about DirecTV’s commercials for its high-definition channels. DirecTV had alleged that Dish misled viewers about price differences in their services.
Interactive applications on the channels will let viewers request brochures and product samples, enter sweepstakes or view photos of products.DirecTV and Dish already offer dedicated channels that showcase advertisers. But by joining forces, they can offer a wider reach to national advertisers.
Cable TV companies have been trying to do something similar for years.Shares of DirecTV, based in El Segundo, Calif., rose 16 cents to $36.80 in morning trading. Dish, headquartered in Englewood, Colo., rose 39 cents to $22.88.

Microsoft’s online advertising revenue grow
Posted on April 23rd, 2010 No commentsMicrosoft said its online advertising revenue grew 19 percent in its fiscal third quarter, primarily driven by search. Moreover, the software giant remains positive about Bing’s momentum, which includes 10 consecutive months of market-share gains in the United States, noted Bill Koefoed, Microsoft’s general manager of investor relations.
on a global basis, Google absolutely blew away the competition in March by racking up an 85.75 percent market share, according to Net Applications. By contrast, Yahoo (5.38 percent), China’s Baidu (3.52 percent), and Bing (3.11 percent) all trail far behind the global market leader.
To help reverse the division’s money-losing trend, Microsoft is clearly counting on its search partnership deal with Yahoo. But the software giant still has a long way to go before the arrangement will be ready to make a significant contribution to Microsoft’s bottom line.
“In these latest designs, you’ll see a lighter, cleaner presentation of results that highlight key actions that will efficiently guide you toward your goal,” said Jeff Henshaw, the group product manager from Bing’s user-experience team. ”
The lower trading in Microsoft shares in the wake of the company’s report of a 35 percent rise in profits Thursday just might be a sign that some investors are running out of patience.

internet things till now
Posted on April 21st, 2010 No comments
Every object in the world could, in theory, hold memories of its own history and even “talk” to other objects. How is this possible? For years geeks have been talking about the “internet of things” in which products such as a light bulb could have their own unique web address and more recently the phrase “geography of things” has been discussed but somehow never got anywhere near real life experiences.
Among their immediate plans are to tag every object in an Oxfam shop to see what happens to them and to deposit a number of tagged books in public places. But that’s only the beginning.Smartphones such as the iPhone, Google’s Android range and Nokia can now scan a bar code automatically.
You don’t have to press a button you just point the scanning application at a bar code and it takes you to a website giving details about the product. When I talked to delegates afterwards, there were clearly mixed feeling ranging from strong support to a feeling it was all a bit crazy and why did they get a grant for doing this sort of thing.
For heavens sake, why shouldn’t a big company be spun out of UCL and its collaborators? It is not that they have invented anything new, it is simply – as so often happens – they have put it together in an interesting way. Which means they have to act fast before someone else moves in.
Insurance companies, not to mention auctioneers, would die to have all this data tagged, and once objects are chronicled it would be easy to link to a website if you wanted to buy something similar.

Sony Ericsson has revamping portfolio and cutting costs
Posted on April 16th, 2010 No commentsMobile phone maker Sony Ericsson swung to a surprise first-quarter pretax profit on Friday as its push into the growing smartphone market and hefty cost cuts boosted margins.Sony Ericsson, the global number four phone maker, has been revamping its portfolio and cutting costs after seven straight quarters of losses.
After a dismal 2009 in which the handset market contracted amid the global downturn, many analysts believe the outlook for the industry has improved in recent months, though Sony Ericsson stuck to its cautious forecast of only slight market growth in handset sales this year.
The company, which made a 370 million euro loss in the year ago period, said its gross margin was 31 percent, well above forecasts as costs fell sharply and it sold more higher-price smartphones offering PC-like functions and links to websites like Twitter and Facebook.
“Bottom-line I think this confirms that they have now managed the turnaround from a cost perspective,” said Nicolas von Stackelberg, analyst at Macquarie Research.”And now we need to hear from them how they want to go about regaining market share, which is of course critical given that it has now dwindled to 4 percent.”
“We are pleased to see the positive impact of both the launch of new products and the business transformation program improving the company’s results,” Sony Ericsson President Bert Nordberg said.

Worldwide personal computer shipments business improved
Posted on April 15th, 2010 No commentsWorldwide personal computer shipments increased more than 20 percent in the first three months of 2010 from the same period a year ago, a sign the PC business is on firmer ground after one of its shakiest stretches ever.
That could indicate that many kinds of technology companies, not just ones that sell PCs, will report stronger-than-expected first-quarter results as Intel Corp. did Tuesday. In China, consumers flocked to deals offered around the Chinese New Year holidays, which helped push up Lenovo n100 battery PC shipments 45.4 percent in the country, according to Gartner.
Mikako Kitagawa, an analyst at Gartner, said businesses spent more freely as the overall economy improved. She also said Windows 7, Microsoft Corp.’s newest PC operating system, will push companies to replace computers faster in the second half of 2010 and the beginning of 2011.
Gartner said PC shipments rose 27.4 percent. IDC estimated shipments grew 24.2 percent. The two groups calculate the figure using slightly different methods.Acer’s shipments grew faster than HP’s or Dell’s in the quarter of IBM thinkpad X60S battery . Analysts from both groups said HP and Dell have had a hard time matching Acer’s low prices.
The holiday period of 2008 and the first half of 2009 marked the industry’s worst stretch in several years. But then consumers’ interest in “netbooks” — tiny, inexpensive, low-powered laptops — and other cheap portable computers helped drive a turnaround, beginning with a tiny increase in shipments during the third quarter of 2009.

the murky nature of the Internet
Posted on April 14th, 2010 No commentsLt. Gen. Keith Alexander, who is the Obama administration’s nominee to take on additional duties as head of the new Cyber Command, also said the U.S. should not be deterred from taking action against countries such as Iran and North Korea just because they might launch cyber attacks.
Alexander’s answers reflect the murky nature of the Internet and the escalating threat of cyber terrorism, which defies borders, operates at the speed of light and can provide deep cover for assailants who can launch disruptive attacks latitude d610 battery from continents away, using networks of innocent computers.
t’s unclear, Alexander added, whether or not those actions have deterred criminals, terrorists or Dell inspiron 1526 battery nations. In cyberspace, he said, it is difficult to deliver an effective response if the attacker’s identity is not known. Those guidelines require that the reaction be deemed militarily necessary and in proportion to the attack.
But commanders have clear rights to self-defense, he said. He added that while “this right has not been specifically established by legal precedent to apply to attacks in cyberspace, it is reasonable to assume that returning fire in cyberspace latitude d630 battery , as long as it complied with law of war principles … would be lawful.”
He repeatedly stressed that any U.S. response to a cyber attack must be authorized by the president and must conform to international law and guiding military principles. The three-star Army general laid out his views on Cyber Command Dell latitude 131l battery and the military’s role in protecting computer networks in a 32-page Senate questionnaire. He answered the questions in preparation for a Senate Armed Services Committee hearing Thursday on his nomination to head Cyber Command.
Noting that there is no international consensus on the definition of use of force, in or out of cyberspace, Alexander said uncertainty creates the potential for disagreements among latitude d600 battery nations.Alexander echoed other experts who warn that the U.S. is unprepared for a cyber attack. He said the first priority is to make sure the nation can defend its networks, which are now a “strategic vulnerability.”
